Buying a Build-To-Order (BTO) flat in 2026 takes six steps. You get an HDB Flat Eligibility (HFE) letter, apply in a sales exercise, wait for the ballot, book a unit, sign the Agreement for Lease, and collect your keys about three to four years later. The rules changed a lot after this article first appeared in 2016. Flats are now classified Standard, Plus or Prime, the income ceiling rose to S$16,000 in August 2026, and the HDB loan now covers at most 75% of the price. Step 1: Check your eligibility and get an HFE letter
To buy a new flat as a family, you need a Singapore citizen applicant and at least one other citizen or PR, aged 21 or above. You must not own private property, or have sold any in the last 30 months. The household income ceiling is S$16,000 a month from 24 August 2026, up from S$14,000. Singles aged 35 and above can buy a new 2-room Flexi flat in any Standard, Plus or Prime project, with an income ceiling of S$8,000.
The HFE letter tells you in one document whether you can buy a flat, how much in CPF housing grants you can get, and how big an HDB loan you qualify for. It is free and online. The third exercise moved from October to November 2026, with about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, plus Community Care Apartments in Toa Payoh. Plus and Prime flats are in better locations, but you give up flexibility. A Standard flat lets you sell after five years if your family or job changes. Also consider waiting time. In 2025, the median wait for completed BTO flats was about four years. In 2026, more than 4,000 flats are Shorter Waiting Time flats, finished in under three years. Step 3: Apply and make the most of your ballot chances
During a launch, applications are open for about a week. You pay a non-refundable S$10 fee and pick one flat type in one town. It is not first come, first served: HDB runs a computer ballot to set the queue order. Results come out within two months after applications close.

First-timer families who fail two or more times for Standard flats get one extra chance per later Standard application, up to a total of five chances. From the February 2027 exercise, first-timer families with or expecting children will get one more ballot chance for each citizen child aged 18 or below.
Priority schemes also set aside flats for certain groups. They include the Family and Parenthood Priority Scheme (up to 40% of BTO flats), the Family Care Scheme for those living with or within 4 km of parents or a married child, and the Third Child Priority Scheme (up to 10% from June 2026).

If your queue number is within the supply, HDB invites you to a booking appointment, usually about two weeks ahead. You choose your unit there and pay an option fee, which counts towards your downpayment:

- 2-room Flexi or Community Care Apartment: S$500

Step 5: Sign the Agreement for Lease and pay the downpayment
You will be invited to sign the Agreement for Lease within about nine months of booking. This is when the first part of the downpayment is due, along with stamp duty and legal fees.

The Staggered Downpayment Scheme is for young couples who applied for their HFE letter on or before the younger person’s 30th birthday and are buying an uncompleted flat of 5-room or smaller. If you cancel after signing the Agreement for Lease, you forfeit 5% of the price.
Worked example. Say a first-timer couple books a S$400,000 4-room Standard flat with an HDB loan of 75% (S$300,000) and no grants.
- At the Agreement for Lease: 10% downpayment of S$40,000 (from CPF OA or cash, minus the S$2,000 option fee already paid). Buyer’s stamp duty is S$6,600, plus legal fees.
- At key collection: 15%, or S$60,000.
- The HDB loan of S$300,000 over 25 years at the current 2.6% concessionary rate costs about S$1,361 a month. Step 6: Wait, collect your keys and start your MOP
When the flat is ready, you pay the rest of the downpayment and collect the keys. Your MOP starts then: five years for Standard flats and ten years for Plus and Prime. During the MOP you cannot sell the flat, rent out the whole flat, or buy private property.

- Start early, together. Plan your HFE letter before the launch you want. Talk about the flat before the wedding plans, but handle that conversation with care.
- Separate needs from wants. Make a short list both of you agree on, such as MRT access, being near parents, enough rooms, a hawker centre nearby. Leave out the walk-in wardrobe.
- Rank your needs. If being near parents comes first, look at the Family Care Scheme. If you need a home fast, look at Shorter Waiting Time projects.
- Play the odds, honestly. Popular Plus and Prime projects in central towns are often oversubscribed many times over. Standard projects in newer towns, or a smaller flat type, can improve your chances. Read the application rates HDB publishes during the application window before you decide.
- Choose for your family, not your parents. You will live there for at least five years, and possibly ten.
